On 28-29 September, the hokimiyats of Karakul, Jondor and Olot districts held public hearings on the construction project of the Gas Chemical Complex based on MTO technology (GCC MTO) — the largest producer of polymers in Uzbekistan. The enterprise will use 1.3 billion m³ of local natural gas per year.

The Complex, that is built in Karakul district of Bukhara region, will use the innovative MTO technology — a chemical process for converting methanol into ethylene and propylene, from which the final products will be produced. The GCC is designed to produce 730,000 tons of polymer products annually.

Representatives of the plant explained about the project, its impact on the environment and surrounding communities. It was noted that the plant is a socially significant project for Bukhara region and will give impetus to the industrial development of the entire region.

Ecology is the main focus of the project management, so a reputable international company Mott Macdonald and a local environmental consultant Ekostandart Ekspert have been brought in to comply with all requirements, as well as monitoring.

International experts have summarized that the impacts related to air and water quality, soil, ecology and biodiversity, noise and vibration levels and some others were assessed as insignificant or minor in significance. This is primarily due to the use of modern technologies, a multi-stage cleaning system, and measures to prevent negative impacts.

In addition, the experts analysed the positive aspects of the project. More than 1,500 new jobs will be created at the enterprise. First of all, local specialists will be attracted.

Small and medium-sized enterprises will get their development and be able to use the enterprise’s raw materials to produce consumer goods, such as: carpets, pipes, fabrics, medical tableware, sports equipment, children’s toys, shoes, films and other goods.

Participants of the hearings were actively interested in what technologies will be used in the complex, what products will be produced, who will be involved in the construction of the plant, what disciplines should be studied by young people in the institute in order to get a job at the Gas Chemical Complex.

As a result, the project was supported by the communities of Karakul, Olot and Jondor districts.

Until October 15th, all residents of the districts can leave their comments on the materials of impact assessment in special boxes allocated at districts’ hokimiyats or on their website uzmto.com.
